Fees are non-refundable: you are billed for the full period in which you cancel and no refunds are issued for unused time, downgrades or domain removal. Cloudflare Registrar registration, renewal and transfer fees are non-refundable because they pass straight to the registry.
Downgrades take effect at the end of the current billing period; you keep the higher plan until then and the next charge reflects the lower price. Change plans at least 24 hours before your billing date. Downgrading can shrink your Page Rules allowance, and Workers Paid → Workers Free requires deleting all Durable Object namespaces on the key-value storage backend first.
Pause Cloudflare on a site (domain Overview → Advanced Actions) sends traffic directly to your origin and disables Rules, WAF and SSL/TLS features, but the docs describe no billing effect - pausing is not a billing tool.
Before deleting an account, cancel subscriptions, remove domains, disable Registrar auto-renew and delete payment details; deletion (My Profile → Delete this user) is permanent. Cloudflare purges personal information within a year of a deletion request unless legal obligations require retention.
