Cancel npm from Billing Info under the profile picture: find Change plan, choose Downgrade Plan and confirm Downgrade to a free account. It takes about 2 minutes and runs to the end of the last paid billing cycle, after which private packages can no longer be installed or published. npm does not publish a general prorated refund in its downgrade documentation.
